近日,中国人民银行与新加坡金融管理局续签了双边本币互换协议,旨在促进双边贸易和投资以发展两国经济,为市场提供短期流动性以稳定金融市场,协议规模为3000亿元人民币/610亿新加坡元。
实际上,这已是中国与新加坡第三次续签双边本币互换协议。2010年7月23日,中国人民银行与新加坡金管局首次签署双本本币互换协议,规模为1500亿元人民币/约300亿新加坡元。随后在2013年3月7日,双方续签协议,规模扩大至3000亿元人民币/600亿新加坡元。2016年3月7日,双方第二次续签,互换规模与上一次维持不变。
东方金诚首席宏观分析师王青在接受《证券日报》记者采访时表示,新加坡虽是小型经济体,但在东亚金融体系中地位举足轻重,并已成为仅次于香港的全球第二大离岸人民币交易中心。由此,中国与新加坡此次续签双边本币互换协议,对于保障离岸人民币流动性具有重要意义,从而有助于推进人民币国际化进程。另外,双边本币互换协议在便利中新贸易和投资的同时,也相当于提高双方的潜在外汇储备规模,必要时能为市场提供短期流动性,从而有助于抵御国际金融动荡对东亚地区金融稳定的冲击。
数据显示,我国已与38个国家和地区的中央银行或货币当局签署了双边本币互换协议,总金额达3.67万亿元人民币。截至目前,人民币货币互换的有效协议为29份,总金额3.41万亿元人民币。
“签署货币互换协议可以加快人民币国际化进程,推动国内金融市场对外开放”,分析人士接受《证券日报》记者采访时表示。在货币互换协议鼓励下,人民币贸易结算将会越来越普遍,也会有更多国家将人民币纳入外汇储备。后者还会推动国内金融市场对外开放,持续吸引国际投资者进入国内资本市场。
“对外开放”可以说是近几年中国金融业的热门词汇,可以预见的是,金融开放仍将是今年的关键词。4月11日,中国人民银行行长易纲就将中国扩大金融开放的具体措施,提出了详细的任务清单和日程表,多项金融开放政策随之逐步落地。近日,中国人民银行党委书记、银保监会主席郭树清会见了彼得森国际经济研究所所长亚当?珀森一行,双方就货币信贷、金融科技和金融业对外开放等问题进行了交流。对于金融业对外开放,郭树清表示,中国金融业对外开放的大门会越开越大,欢迎各类外国金融机构来华与中资金融机构在同一平台、在各个领域开展合作,共同竞争,实现“多赢”。(记者 刘琪)
